Odd placement

The elastic band on the built-in bra hits me too high, and a little too tight. I am 5'6" tall and 138 lbs with an hourglass figure, normal body weight, below average body fat. I am a full 36C. I ordered the medium in certain items and large in others and I still have trouble with the fit.
